There is a question most Facilities Managers never think to ask, and it is the most important one they can:
If the answer is no, you are not paying for facilities management. You are paying for visits.
The distinction matters more than most people realise. A maintenance contract should, each month, know more; each quarter, run fewer reactive callouts; each year, watch your critical systems become more predictable and less expensive to operate.
If that is not what is happening, something is wrong with the contract. Not necessarily the contractor. The contract.
Here are seven warning signs that your commercial building is being visited rather than managed.
That sentence tells you someone arrived. It tells you nothing about what they found, what they measured, what condition the equipment was in, whether anything had changed since last time, or what needs to happen next.
Meaningful maintenance documentation creates an evidence trail. For critical equipment, a generator, a main electrical board, a UPS, a fire suppression system, a useful report should include inspection results, test readings, equipment condition, any defects identified, parts replaced, photographs, and recommendations.
Not because the paperwork is valuable. Because the information is.
If your contractor cannot tell you what they found, they cannot tell you what to expect, and you cannot make informed decisions about your infrastructure.
Forty-eight visits completed. Ninety-four work orders closed. One hundred per cent of scheduled tasks signed off.
These numbers are not wrong. They are just incomplete.
A compressor that receives its monthly inspection but continues showing abnormal vibration is technically in a maintained building. It is also a compressor that is going to fail, on a timeline your maintenance programme has done nothing to change.
The question should shift from “Did the technician attend?” to “What is the condition of this asset, and is it getting better or worse?”
Effective preventative maintenance combines scheduled inspections with actual condition data, measurements, thermal imaging, electrical testing, trend analysis. The schedule is the structure. The condition data is the substance. Without both, you have activity without insight.
A leaking pump is repaired. The leak returns. A breaker trips. It is reset. It trips again.
An HVAC unit develops the same fault every few months. The same component is replaced. Again.
At some point the question is not “how quickly can we fix this?” The question is “why does this keep happening?”
Recurring faults almost always indicate that the immediate symptom is being addressed without investigating the underlying cause. That cause might be an electrical issue, incorrect operating conditions, excessive loading, poor installation, environmental factors, or a component that simply should not be specified for that application.
A contractor who can answer “why does this keep happening?” is doing facilities management. One who cannot is doing call-out response.
Ask a simple question about your most important piece of equipment. “Can you show me its history?”
For a generator:
If the answer is buried in a technician’s memory, a contractor’s internal system, or a spreadsheet that leaves with the contractor when the contract ends, your critical infrastructure does not have a history. Your contractor does.
That is a problem.
The history of a building should belong to the building. Asset records, maintenance logs, fault histories and inspection results should be accessible, structured, and owned by you, not by whoever currently holds the contract.
Every commercial building is different. An HVAC system may interact with electrical infrastructure. A generator may support critical loads that cannot tolerate even brief interruptions. A fire system may depend on mechanical and electrical components that need to be understood before anyone works near them.
A technician who arrives asking “what needs doing?” is a sign that the maintenance programme has not invested in understanding the environment.
Before anyone works on a system, there should be clarity about what it does, why it matters, what could go wrong, and what procedures apply. For more complex sites, this extends to site-specific procedures, asset registers, drawings, and escalation processes.
This is not bureaucracy. It is the difference between maintenance that is safe, systematic, and effective, and maintenance that is not.
A folder of certificates, inspection reports, and completed checklists can create the impression of a well-maintained facility. The more useful question is what happens when one of those documents identifies a problem.
If a test reveals a defect, is it recorded? Who owns the corrective action? Has it been raised? Completed? Has the asset been retested? Has the risk changed? Useful compliance documentation connects inspection to finding to action to correction to verification to record.
That chain is what turns paperwork into management. Without it, you have documentation that satisfies an audit and does nothing else.
Reactive maintenance has a place. When something fails, someone needs to respond. The problem is when reactive response becomes the dominant operating model, when the primary value your FM provider delivers is speed of call-out rather than reduction of call-outs.
A mature maintenance contract should progressively reduce avoidable failures. Not faster response. Fewer events requiring response.
If your reactive call-out rate is not declining over time, either the contract is not producing insights that allow problems to be addressed upstream, or those insights exist but no one is acting on them.
Either way, the infrastructure is not under control.
